"Brand new gym isn’t spawning any raids..."

#PokemonGO: Essentially, about 1.5 years ago, a Level 1 EX Raid occurred at a gym and it broke the gym. The egg hatched and nothing was there, and the gym couldn't be interacted with at the time. When the "ex raid" ended, the gym lost the ability to host raids. You could battle and drop in, but raids no longer existed. We reported it, and Niantic Support told us we weren't looking at the gym hard enough, that the bug we were describing didn't exist and couldn't exist.Raid Days came and went, no raids ever. We reported again, but nothing came of it. Again, we were told we were wrong, even when we provided proof.Gyms gained EX raid tags but the broken gym didn't receive the tag, and still didn't host raids. We had given up on reporting at this point.Then finally, PokeStop submissions came to America. Along with our players who also played Ingress, they worked hard to create a brand new gym so we could have raids at this area again. What we didn't expect though was the gym broke upon creation. Since it's creation a few days ago, the new gym has not spawned a single raid. You can imagine how demoralizing this was. We're now convinced that the entire area is now bugged and nothing we do will fix anything, and we're at a loss.So why are we posting about this? Simple...if this has happened to your area, don't waste your submissions trying to make a new gym. Until Niantic does a reset on the gyms in this area, nothing will fix it. Before anyone says it, we did consider the gym was reported as unsafe or something, but two things kinda confirm that isn't the case. One day we were there during a game (it was an ex raid), and we were asked what we were doing there. We answered honestly and the guy who asked laughed and said "That game still around? Dang." He went on to say that as long as we didn't impede on the game, it was fine to be there. We also have raided with a police officer, who also has no issue with us being there.
