"Just a thought about Surf…"

I was playing Brilliant Diamond and was on my way to Victory Road/ E4 and had a thought as I floated atop a Bibarel. Why don’t you see other trainers using surf? You always fight swimmers, sailors and fisherman, but you don’t see other people floating atop their pokemon? I’m trying to remember if there is ever a time you can see someone else surfing in past Pokémon games but I don’t recall via /r/pokemon https://ift.tt/3lgfAYQ
