"If new trainers aren’t allowed to go into the grass due to wild Pokémon, how do they (or anyone else) get to town buy stuff?"

Just started a play through of Shining Pearl and it kinda struck me, after playing the series for over a decade they always don’t allow you into the tall grass because it “it dangerous”, yet each of the starter towns don’t have a shop or center to buy goods. Further more the adults in your starting town never have Pokémon so how are they able to leave? All the routes force you into the grass!
