"Lure module spawned Clefable, 2 Kangaskhan and then a Dragonite."

#PokemonGO: Am I understanding it correct that lure modules only draw pokemons from the surrounding area? The suburb I'm in I found at least 8 dragonites in the past 5 weeks (and reportedly more) and there are pokestops everywhere. It was raining and I had to stop near a pokestop that doesn't have a lure on it that often* and I got a dragonite spawn.1.Will it be smart for me to waste my remaining lures at that one pokestop every week looking for a dragonite spawn? 2.
