Seriously, this has been the case since Gen 3.Ruby and Sapphire had a random Rayquaza sitting on the Sky Pillar, waiting for Emerald.Diamond and Pearl had Giratina sitting in a random cave, waiting for PlatinumBlack and White had Kyurem sitting in a blizzard cave, waiting for BW2X and Y had Zygarde waiting for Z Sun and MoonNecrozma is going to get their time another day.
