"Why are Pokemon such as Porygon, Grimer, and Lickitung rare?"

#PokemonGO: These Pokemon are arguably 3 of the hardest Pokemon to catch in the game, yet they have no value apart from their rarity. Muk is mid-tier at best, and Porygon 2 and Lickylicky aren't exactly meta-defining Pokemon. Would it not make more sense to make Dratinis, Eevees, and Magikarps more rare?
