"Did Niantic just increase the Pikachu Spawn Rate today?"

#PokemonGO: Where I live, it is quite a rarity to ever encounter a wild Pikachu, and when the event began, that didn't change- I couldn't find any. But today, I've already found 2 within about 2 hours, even though I'm not actively searching for them like I was earlier in the event.Do you guys think Niantic finally decided to increase the spawn rate for Pikachus, or I was just weirdly lucky today?
