"Minimum Ingress New Portal Distance Theory"

#PokemonGO: I have a new theory I would like testing to try and figure out the boundaries for current Ingress new portal submissions.I believe the "too close" rejection is triggered when new submissions are within two s2 level 20 cells.If you could please test this theory with your results and let me know of any counter examples submitted recently.See my examples below:http://ift.tt/2EFyx0r via /r/TheSilphRoad http://ift.tt/2BSbVqH
