"I need help."

#PokemonGO: I am raising( 4years now) my great nephew. He is 17 but intellectually disabled. He is functioning at a kindergarten level. But he keeps saying ( he is mostly non verbal, but I understand him completely) Santa is bringing him a phone so he can find Pokemon. I looked into fake phones. I don't think their going to be enough for him. Is there a phone/ plan that would work for us.? He doesn't read or write, all of that would be my job. He never asked for much.
