"What can i do about a multiple account?"

#PokemonGO: My area has two gyms, but may as well have none. Recently, the gyms are always full with the same six people. We thought it was a spoofer, as we never see these six people, but today we saw a guy parked by the side of the road, just as the gym was taken off us (two of us v one guy in car, only people around). One by one the gym filled up. We walked by the car, and this guy is sitting with several phones. Is there anything we can do, because we try to take a gym and he's straight in with golden razz, and stays in them for DAYS.
