"Sprigatito is a cat, yet it cannot learn “Pounce.” What other Pokémon should be able to learn certain moves but cannot?"

Wild cats and domestic cats pounce on prey. It’s part of their biology. I’m baffled that Spriggy and it’s evos cannot learn “pounce” since cats are known for pounding on their prey. Pounce, TM 21, was introduced in Scarlet and Violet. It’s a bug move that deals 50 damage, with 20 PP. Ironically, Squawkabilly can learn “Pounce,” but none of the cat-like Pokemon are able to learn it via TM, level up or egg moves. The Spriggy line learn U Turn which is a bug move by level up, so I just find it odd that NO cat Pokémon can learn a move that real life cats do everyday.
