"Celebi is counted as seen before you start the reward encounter"

#PokemonGO: I'm not sure if this has been discussed before, as the search function on reddit is crap. This may have been discovered already either for Mew or Celebi, if so please let me know!I just finished part 7 of the Celebi quest, and claimed the research reward, but haven't yet started the encounter- see screenshots in the link below. However, in my Pokedex it shows Celebi as Seen, meaning that Pokemon (at least Celebi) are counted from when the reward is claimed, not when the encounter is started.
